Design a Postal Stamp celebrating India’s Post Independence achievements in Science and Technology

India has come a long way in the last seven decades, making a mark in various fields in science and technology, including agriculture, healthcare, energy, space, environment, biotechnology, engineering, and Information Technology. These achievements have improved the standard of living of every citizen.

To honour these accomplishments in Science and Technology, VIGYAN PRASAR will be bringing out Postal stamps for the nation through MyGov and provide wide publicity on India Science Channel.

“विज्ञान से विकास – प्रौद्योगिकी से प्रगति” is the theme for the competition. The creative design should capture the achievements of the Indian scientific community and scientific institutions post-independence.

The entry will be received on the MyGov platform (www.mygov.in)

The selected winners will be awarded the cash prize of:

1st Prize Rs. 15,000/-
2nd Prize Rs. 10,000/-
3rd Prize Rs. 5,000/-
Three Consolation prize Rs. 2000/-

Design a Postal Stamp celebrating India’s Post Independence achievements in Science and Technology Terms and Conditions

1. The competition will be open from 16th August 2021, and the last entry will be accepted till 15th September 2021(Time 2400 hrs).

2. Each entry should be accompanied by a brief written explanation (50-60 words) of the Stamp and how best it encapsulates its essence.

3. All entries must be submitted through the creative corner section of www.mygov.in. Entries submitted through any other medium/mode would not be considered for evaluation.

4. Competition will be open to all Indian citizens residing within and outside India.

5. Each participant can submit ONLY one entry. The submission of entry is free.

6. The Stamp design must be original and should not violate any provisions of the Indian Copyright Act, 1957 or the Intellectual Property Rights of any third party. The Stamp should not have been previously published in any print and digital media and must not contain any provocative, objectionable or inappropriate content.

7. In case of any copyright issues, the participant/applicant will be responsible for settling any legal proceedings arising out of it at his/her end. Vigyan Prasar (www.vigyanprasar.gov.in) will not be liable.

8. Plagiarism of any nature is not allowed. Anyone found infringing on others’ copyright would be disqualified from the contest.

9. All entries are governed by the provisions of Emblems and Names (Prevention of improper use) Act, 1950, and any violation of the said Act will result in disqualification.

10. The participant should ensure that his/her MyGov profile is accurate and updated for further communication. This includes details such as name, country declaration, complete postal address, email ID and phone number. Entries with incomplete profiles would not be considered.

11. The onus will be on the participant/applicant to prove that he/she is the only authorised representative to send the entry for the Award Scheme. In case of the selection of the Stamp Design for an award, it will be given to the participant/applicant only. Vigyan Prasar will, in no way, be responsible for any dispute, legal or otherwise, arising out of it.

12. The responsibility to comply with the Submission of entries, Competition Technical Criteria, and Selection Process entirely lies with the participant(s). Vigyan Prasar shall not be answerable to any dispute raised by a third party.

13. Vigyan Prasar or MyGov takes no responsibility for corrupted or late entries.

14. The winner will be declared through email or by way of announcing his/her name on the MyGov blog page. The result of the competition will also be uploaded on the websites of Vigyan Prasar (www.vigyanprasar.gov.in )

15. The winning Stamp Design would be the intellectual property of the Vigyan Prasar, and the winner shall not exercise any right over it. The winner will not exercise any right over his/her Stamp and shall not use it in any way.

16. The winning Stamp Design is meant to be used by Vigyan Prasar for promotional and display purposes, Information, Education and Communication materials and for any other use as may be deemed appropriate.

17. The Stamp Design should be usable on the website / mobile app / social media such as Twitter / Facebook / Instagram and Magazines, Commercial Hoardings / Standees, Brochures, Leaflets and Pamphlets, Souvenirs and other Publicity and Marketing materials.

18. There will be no notification to participants of rejected entries.

19. Vigyan Prasar reserves the right to cancel or amend all or any part of this Contest and/or Terms and Conditions/ Technical Parameters/ Evaluation Criteria.

However, any changes to the Terms and Conditions/ Technical Parameters/ Evaluation Criteria, or the cancellation of the Contest, will be updated/ posted on the MyGov platform. It would be the participant’s responsibility to keep himself/herself informed of any changes in the Terms and Conditions/ Technical Parameters/ Evaluation Criteria stated for this Contest.

Technical Criteria

1. Stamp Design should be submitted in JPEG, PNG or PDF format only.

2. Stamp Design should be designed in colour. The designed Stamp Design shall be provided in both CYMK and RGB formats. The size of the Stamp maybe 15 cm (width) × 20 cm (length) or 20 cm (width) × 15 cm (length).

3. Participants are free to use drawing paper, art paper or any other type of white paper of A4 size.

4. The Stamp Design should be usable on the website / social media such as Twitter / Facebook and printed materials such as black and white press releases, stationery and signage, labels etc.

5. The design could be in ink, water colour, oil colour or any other medium. Computer graphic designs are also allowed. There are no restrictions in the range of materials and colours used in the works, but three-dimensional works will not be accepted. The design so submitted should be scanned in high resolution and sent in the prescribed formats.

6. The design submitted should be such that it can be depicted on the stamps in a visually appealing manner to be of interest to philatelic collectors.

7. File should be high resolution – at least 300 pixels per inch at 100% size.

8. File should look clean (not pixilated or bit-mapped) when viewed on screen at 100%

9. Entries should not be submitted in compressed or self-extracting formats. 

Selection Process 

1. All entries received by the stipulated date and found in order shall be evaluated by the Committees constituted by Vigyan Prasar. The Committees will shortlist the entries and will decide the winner if an entry is found suitable.

2. Entries would be judged based on elements of creativity, originality, composition, technical excellence, simplicity, artistic merit and visual impact and how well they communicate the theme of Vigyan Prasar.

3. The decision of the Selection Committee would be final and binding on all the contestants, and no clarifications would be issued to any participants or on any decision of the Selection Committee.

4. There will be three prizes and three consolations.

5. Winner shall be required to provide the original/ open-source file of the designed Stamp.

6. Any legal proceedings arising out of the competition/ its entries/ winners shall be subject to local jurisdiction of Delhi State only. The parties themselves will bear expenses incurred for this purpose.

7. Vigyan Prasar, if it so decides, reserves the right not to proceed with the competition at any stage.

8. There will be a cash prize: 1st Prize – Rs. 15,000/- 2nd Prize – Rs.10,000/- 3rd Prize – Rs. 5,000/- Three Consolation prize – Rs. 2,000/-

9. Result will be announced at Vigyan Prasar website ( www.vigyanprasar.gov.in )
